It's an ability that's passed down through bloodlines. You're either born with the ability to use it or you're not. As for notable mirrists... I suppose the one that first comes to mind would be the first mirrist, the Yaw Biqe. She was also the priestess of the sun goddess Dana, and as such was able to commune directly with the goddess herself.

We also have normal mirrors, just like any other world. Mirrages have special properties to allow mirrists to cast mirrage artes or exoflect objects.
