I'd like to say no, but truthfully, it can be. It's sharp enough to cut through flesh with ease, so I tend to keep it wrapped around my leg to keep it out of the way.

[ Satan's tail lifts up to drape itself over his arm like a heavy serpent, coiling several times along the length of his arm. It's probably heavier than it looks due to the draconic scales. The way he's able to lift it up and coil it around is proof enough that he has complete control over it when he wants to, but when his attention is elsewhere, it tends to do its own thing. Hence his tendency to keep it around his leg. ]
If you want to touch it, you can go ahead, but just this once, and only toward the middle where the scales are wider since it's the sides are so sharp.
[ If Zelda does decide to touch his tail, she'll find it to be cool to the touch, with the scales themselves being very tough, like that of a dragon. Which Satan now realizes is... certainly a coincidence to say the least. Perhaps she'll compare it to something else like--like--like a pangolin... or a scorpion tail. He can only hope. ]
