Yes, allow every resident to at least attend the meeting and volunteer ideas.
Or we can have a few people at least transcribe what's been discussed by said council. It's hard to imagine that everyone in town would be willing or even available to attend such a meeting in person. I'm mostly concerned that people wouldn't be willing to trust those laws or the council if everything's discussed behind closed doors, so to speak.
