Not all airships are built with combat in mind. Many are transport only. I would not say that combat by way of air is so commonplace. Her Majesty's personal airship is capable. I would have reason to believe that Lindblum, a not-so-distant kingdom from my own is likely further ahead in such advancements. That kingdom could be considered the birthplace of airship technology and progression.
