Good afternoon. If I may have a moment of everyone's time, please.
Should we not be acquainted yet, my name is Yujin Mikotoba. Currently, I am working with Dr. Mathis to get a medical clinic up and running. Back home, I am a university professor of forensic science and on rare occasion, I serve as a diplomatic advisor to my government.
I am writing to you today with the intention of discussing the ever increasing criminal activities within Reverein and its neighboring areas. It has come to my attention that there are no true written laws to be found, nor official law enforcement. There is no ruler of any sort here, and as a result, no one who has the final say in conflicts. I fear that before long, we may be opening ourselves up not only to vigilantes, but to those who may take advantage of the lack of structure and authority in order to get away with more nefarious deeds.
However, I am aware this is not a simple discussion by any means. As our community continues to grow, so does the diversity within it. We all hail from different worlds, with different cultures and values. What may be common courtesy to some may be an entirely foreign concept to others. For that reason, I propose that there may be merit in assembling a council of sorts. Not to rule, but rather, to offer perspective from different angles. It may be too early to construct true laws, though that needn't stop us from coming together and building a bit of moral structure. The more feedback and experiences we gather in this council, the easier it will be to construct regulatory guidelines. Then, in due time, perhaps we may gather some volunteers to be certain these guidelines are adhered to for the sake of keeping the peace.
This is only a humble proposal, of course. If you have any thoughts on the matter, or an interest in this hypothetical council, please feel free to respond. I would very much like to hear more opinions. Thank you for your time.

[It's a brisk day out, a light drizzle of rain pestering anyone who dares to venture outside. Luckily, Yujin Mikotoba is working inside. Inside the greenhouse, that is! The Glowing Dawn flowers, an impressive collection in all, are glowing with a discreet blue light and the rain is tapping against the glass roof in a relaxing manner. All in all, it's not a bad place to be! Yujin is crouching by some of the flowers, checking the leaves for any infestations and taking notes on their growth.
While the greenhouse is just behind the Mikotoba treehouse, it's not exactly private property. Anyone is free to stop by and investigate!]

[Another location where Yujin spends his time is the soon-to-be-clinic! It's still being prepared together with Jude, but they're getting very close now. The place ought to be operational soon enough.
At the moment, Yujin is preparing a bed in one of the patient rooms. After what happened with 76, it's become extra clear to him that the clinic needs to be ready to accept patients as soon as possible, so they can recover in a controlled environment with all the necessities within reach. The room has to be clean and it has to be comfortable.]

It's a bitter thought, but peace can't last forever on its own, I've found.

Peace is already being threatened, I'm afraid. If the current trend of crime continues the way it is now, we may find ourselves in very hot water before long. Which is not to say that written laws or guidelines are the only option we have. Any plan of action would indeed be for the council to discuss.
When you say public, do you mean to say that every resident would be able to attend the meeting in an audience capacity?

Yes, allow every resident to at least attend the meeting and volunteer ideas.
Or we can have a few people at least transcribe what's been discussed by said council. It's hard to imagine that everyone in town would be willing or even available to attend such a meeting in person. I'm mostly concerned that people wouldn't be willing to trust those laws or the council if everything's discussed behind closed doors, so to speak.

I see. A transcription would be best regardless of whether the entire meeting is open to the public. Everyone must be kept informed of the ongoing discussions, as well as differing views on them. My grandest concern with having the meetings open to the public would be disruptions. It would be only too easy for an audience member to interrupt the conversation and steer it away from an effective solution. Perhaps we may instate a rule that audience members must save their questions and comments until the end of the meeting.

I believe that to be a fair compromise. One would hope that a citizen here wouldn't pointlessly interrupt the meeting, but we can't rely just on belief, not for the creation of guidelines. Unfortunately, I can also foresee some fully disgruntled individuals actively try to harm some of the council members, so they should be aware of that as well.

I know you're still speaking merely hypothetically about this council and the formation of these guidelines, but if you need any volunteers, I'd be honored to offer my time. Of course, if you already have people in mind or thinking of a different manner to choose those candidates, I take no offense.

Thank you very much for your offer. When it comes to choosing members, I believe a sort of majority vote might prove most fair. Though, one cannot vote for anyone without volunteers to choose from, of course. It is the sort of thing to further detail in the near future, should the council become a reality.
Out of curiosity, do you have any personal experience with politics or law enforcement?

I'm a prince hailing from the Southern Isles. As such, since I was young, I was taught diplomacy and other important lessons when it comes to ruling a kingdom. I realize that your idea of a council is different than a monarchy, but I'm not unfamiliar with that sort of system.

I expect this may be the sort of task that holds the possibility of becoming easier, so long as everyone works together in unison. Conversely, it will be an uphill battle when there is very little cooperation to be found. Thankfully, the impression I have gained so far slots itself into the first scenario.

I could certainly do without the danger that this place sometimes brings, but such is expected here. However, even with that, I'm truly glad that I find myself still here whenever I 'wake up' each day.
